We are a full-service Civil Engineering and Surveying firm providing Due Diligence, Entitlement, Engineering, Surveying, Staking, Plan Checking and Management Services to many private and public sector clients. Over the past 20 years, our team of multi-disciplinary professionals has been associated with many civil engineering and construction projects at all development stages. We operate out of one headquarter office, located in Santa Ana, conveniently close to the 55, 5, and 405 freeways.

Hersel M. Zahab, P.E.
Principal
Hersel is a registered Civil Engineer and the founder of Land Development Consultants. He heads our engineering and design team on all development projects. He has over 30 years of experience with engineering design, land planning, due diligence and entitlement services, grading design, improvement plan design, map recordation, plan checking and surveying services. Hersel's expertise has been utilized in residential, commercial, mixed-use, and oil field developments throughout Southern and Central California. His professional affiliations include the American Society of Civil Engineers, National Society of Professional Engineers, American Consulting Engineers Council and Consulting Engineers and Land Surveyors of California. He obtained his Bachelor of Science degree in Civil Engineering from San Diego State University and his Master of Business Administration from Pepperdine University.
Jennifer Colicchio
Senior Associate
Jennifer acts as primary liaison between clients, agencies, consultants, and engineers for Land Development Consultants. Jennifer joined LDC in 2005, and she has dedicated her years to specializing in client relations, project coordination and correspondence, quality control and assurance, entitlement processing and review, various engineering-related reports, easement preparation, budgeting, proposal preparation, and overall project management. Her work with private and public agencies and the correspondence between the two has assured the accuracy and timeliness of projects, and has assured open communication for all project participants. Jennifer serves as an extension of the team in public relations, and serves as liaison with clientele and agencies. She obtained a Bachelor of Fine Art and Master of Public Health and Environmental Studies at California State University, Fullerton.
Sean M. Zahab
Lead Designer
Sean has served as Project Associate and now Lead Designer with Land Development Consultants. Beginning in 2006, Sean has contributed to the success of numerous development projects throughout Southern California. His contributions to LDC include providing astute design concepts, experience with BMPs and general engineering design and development concerns, and expertise in AutoCAD production and design. Sean also prepares engineering reports as needed, and is an invaluable asset to our Design Team. He obtained his Bachelor of Art in Political Science at California State University, Dominguez Hills.
Lenny Guyett, P.L.S.
Lead Surveyor
Lenny has over 20 years of experience in the engineering and surveying industry and has been instrumental as LDC's Lead Surveyor for the past 10+ years. He is strong in numerous aspects of the surveying process, including hands-on construction staking; topographic surveys; mapping; final maps; legal descriptions; easement preparation and plotting; right-of-way acquisitions and mapping; survey control maps; and Records of Survey. Lenny has performed various development projects, as well as street and highway improvement projects throughout California and Nevada. Lenny is a graduate of the GPS (Global Positioning System) Surveying and Processing program at UC Riverside. He is competent in planning and executing GPS surveying and staking projects, utilizing both Static and RTK methods to achieve survey goals. Lenny is also experienced in processing and resolving boundary and control surveys generated from GPS surveys.
Mike Navarro, P.L.S.
Surveyor
Mike has over 20 years of experience in the engineering and surveying industry and has been a valuable asset to LDC's team. Having worked with LDC for over 10 years, Mike leads the in-house surveying operations. Mike specializes in mapping, easement plotting and preparation, legal description plotting and preparation, condominium plans, boundary and right-of-way research, and survey preparation. His experience also includes preparation of easements and street dedications, as well as street and alley vacations, and conducting the analysis of Boundary and Right of Way Survey data for the preparation of Records of Survey, Right-of-Way maps, and Boundary Surveys. Mike has provided plan-checking services to the cities of Brea, Tustin, Diamond Bar and San Bernardino, as well as the County of Los Angeles and the County of Orange.
